Gulbuddin Hekmatyar, the leader of Hizb-e-Islami, on Tuesday told a gathering in western Herat province that people must not support insurgent groups.
Hekmatyar was in Herat on Tuesday to drum up political support for Hizb-e-Islami.
He said groups that want war in the country have no place among the people.
The Hizb-e-Islami leader emphasized the need for negotiations between the Afghan government and Taliban and asked neighboring countries to stop supporting Afghanistans enemies.
"We should end the war. I would like to ask our nation not to support Talibans war, not to support their propaganda, not to provide them shelter, but try to follow the path of pace," said Hekmatyar.
Hekmatyar also insisted on holding transparent elections on time and said Hizb-e-Islami will join the political campaign trail.
"I ask all our neighboring countries to help Afghans end the war. I ask them not to fuel the war, not to send weapons to Afghanistan, not to misuse peoples poverty and not to send them out of the country for your own interests," Hekmatyar added.
Meanwhile, Herat governor Mohammad Asif Rahimi said at the same event that all anti-government armed groups must lay down their weapons and join the peace process.
"All the religious scholars in Afghanistan and in the world have called the war in Afghanistan an illegal war and have said its anti-Islamic. Now it depends on the groups (insurgents) whether to end brother killings or still follow their foreign supporters orders," said Rahimi.
A number of religious scholars meanwhile welcomed Hizb-e-Islamis move to carve out a political niche free of violence and war.
